As a Senior Policy Advisor in Mozambique, she led programs on justice reform, anti-corruption, and civil society engagement. At USAID SPEED, she advanced legal frameworks to combat wildlife trafficking and support conservation enforcement.
Luisa has worked across government, civil society, and the financial sector—serving on bank boards and driving policy change. At MMS, she bridges policy and practice to support nature-positive marine solutions.
